Jackson Hole, Wyo. — As Jackson Hole’s housing emergency forces more and more people to confront homelessness, all eyes will be on the person at the helm of the new joint town/county Affordable Housing Department. Today folks may begin directing their gaze to April Norton.

Six people conducted the interviews: Alyssa Watkins (county administrator), Julianne Fries (county HR), Bob McLaurin (town manager), Tyler Sinclair (joint planning director), Barbara Allen (BCC chair) and Sara Flitner (mayor). Watkins made the final decision today on Norton who was selected over two other finalists, T.R. Pierce and S.C. Howard.

A 12-year resident, Norton has been the program officer for the LOR Foundation for the past four years. Before that she worked as associate director for Friends of Pathways and operations manager at the Jackson Hole Chamber of Commerce. A volunteer on three local boards, Teton Youth and Family Services, START and Yellowstone-Teton Clean Cities, Norton will decidedly have someone to bounce ideas off of at the dinner table—she is married to joint long-range planner Alex Norton.

The Teton County Housing Authority was recently dismantled after electeds adopted the Jackson/Teton County Workforce Housing Action Plan in November 2015. The joint Affordable Housing Department will take the place of TCHA. Elected officials appointed three board members—Matt Faupel, Amy Robinson and Danielle Goldyn-Haigh—to oversee the new joint authority.

The Affordable Housing Department’s key goal is to house 65 percent of the local workforce, as outlined in the 2012 Comprehensive Plan. According to the Workforce Housing Action Plan, the community is housing approximately 62 percent of the workforce locally, with about 1,500 restricted units and additional market rate housing options.
